This writ petition has been filed to direct respondents 1 to 3 to appoint the petitioner as Village Secretary as per the selection list issued by respondents 1 to 4 in Pandamaseemanur Village Panchat, Barugur Taluk,
2. The case of the Petitioner is that he passed the SSLC in the year 2003 and subsequently passed XII in the year 2005. The Petitioner belongs to the SC Arundhathiyar downtrodden community and hails from a very poor family. The 3rd respondent has issued notification by his proceedings in Na.Ka.No.1214/2018/E2 dated 09.11.2019 calling for application for the appointment of Village Secretary in Pandamaseemanur Village Panchayat from eligible candidates.

Learned counsel appearing for the Petitioner would submit that the Petitioner is fully eligible for that post as per rotation and educational qualification and he has applied for the post and submitted all certificates as required by the respondents. The employment Exchange, Krishnagiri, also sponsored the name of the Petitioner to the 4th respondent for the concerned post. Based on that, the 4th respondent issued a call letter to the Petitioner to appear for an interview with all original certificates on 26.09.2020 and further instructed the Petitioner to appear before the selecting committee on 09.10.2020. The Petitioner appeared before the selection committee and submitted all certificates as required by them and satisfied all their requirements, and he is the only eligible candidate as per rotation and also belongs to the same village. There is no other eligible person in the Petitioner's village as per roster and no one is sponsored by the Employment Exchange except by the Petitioner.
4. Pursuant to the above, the Petitioner made a representation to the third respondent dated 28.03.2022 and the same was not considered by the third respondent till date.

Learned Government Advocate appearing for the respondents 1, 2 and 4 would submit that the petitioner gave a representation to the third respondent dated 28.03.2022 and the same was rejected during pendency of the writ petition vide proceedings of the third respondent in Na.Ka.No.538/2023/E2 dated 19.07.2024, and the petitioner has to challenge the said rejection order in a manner known to law.
6. Learned counsel further submitted that the petitioner has not received the rejection order dated 19.07.2024 passed by the third respondent and only today he was served with the copy of the said order.
7. In view of the above submission made by the learned counsels on either side, the writ petition stands disposed of. No costs. 31.01.2025 cda Index : Yes/No Speaking/Non Speaking order 4/6
