ORDER
This writ petition has been filed seeking a direction to the 3rd respondent forthwith to grant permission to establish an 'Aavin Milk Parlour" in the Government Hospital premises, Gudiyatham, Vellore District, in consonance with the recommendation made by the 4th respondent vide letter dated 30.10.2025 in Na.Ka.No.004/V.P.1-2/19 and letter dated 10.12.2025 vide Na.Ka.No.005/V.P.1-2/24.

The petitioner is a person with 50% permanent disability, having lost mobility due to improper medical treatment during COVID-19. Owing to his disability, he is unable to engage in regular employment and is living in financial hardship, with his family dependent on him. The Government of Tamil Nadu had issued a G.O.Ms.No.20 dated 14.07.2022 granting 100% concession in security deposit for persons with disabilities to establish Aavin franchise outlets in public places, including Government Hospitals. Availing the said scheme, the petitioner submitted a representation dated 15.09.2025 to establish an Aavin Milk Parlour at Government Hospital premises, Gudiyatham. The 1st respondent forwarded the petitioner's request to the 4th respondent on 18.09.
2025, who conducted a field inspection and recommended the proposal to the 3rd respondent on 30.10.2025 seeking approval. Despite repeated representations and a reminder dated 03.11.2025, no final decision was taken by the 3rd respondent. The 4th respondent, by letter dated 15.12.2025, stated that permission would be granted only after approval from the 3rd respondent. Till date, no effective action has been taken on the petitioner's application. Hence, the petitioner has filed this writ petition.
3. Heard the learned counsels on both sides and perused the materials available on record.

Considering the fact that the petitioner is a person with 50% permanent disability and is seeking to avail the benefit of a Government welfare scheme for his livelihood, this Court, without expressing any opinion on the merits of the case, directs the 3rd respondent to consider and pass appropriate orders on the petitioner's representation on merits and in accordance with law, within a period of three weeks from the date of receipt of a copy of this order. Accordingly, this writ petition is disposed of. No costs.
