..Respondents Prayer:- The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus to call for the records relating to the entire evaluation process including the rate contracts signed and circulated to concerned heads of departments in the state of Tamil Nadu in connection with Tender Notice DIPR/2543/TENDER/2004 as published in the Indian Express on 21st October dated 21.10.2004 issued by the second respondent and quash the same and direct the second respondent to reconstitute the expert panel, under the over all supervision of the tender scrutiny committee, with impartial, independent technical experts with specific reference to evaluate samples afresh to be submitted by the existing bidders and by strictly following the provisions of the Tamil Nadu Transparency in Tenders Act 1998 and as per the Transparency in Tenders Rules 2000. The learned counsel for the petitioner submitted that the prayer sought for in this writ petition has become infructuous and he has also made an endorsement to that effect.
