Prayer:- The Writ Petition is filed under Article 226 of the Constitution of India, seeking for a Writ of Certiorarified Mandamus to call for the records of the 5th respondent pertaining to his proceedings dated 07.07.2005 and quash the same and direct the respondents herein to grant sanction for the pipelines installed by the petitioner between his lands in S.No.198/50 and 87/2C, 90/3 of Minnakkal Village, Rasipuram Taluk, Namakkal District, for taking water.
