Respondents Prayer: Petition filed under Article 226 of the Constitution of India for issuance of a Writ of Declaration to declare the Rule 7(3) of the Application, Assessment and Collection of Regularisation Fee (Chennai Metropolitan Area) Rules 1999 as amended by G.O.Ms.No.400 HUD dated 29.09.2000 so far as demanding interest at 18% on regulrisation fee as ex facie illegal and ultravires the Rules as well as the provisions of Tamil Nadu Town and Country Planning Act and the Constitution of India in so far as the petitioner is concerned.
