"The petitioner (appellant) may be given liberty to approach the respondents' and the concerned Vigilance Officer of the 2nd respondent/Railway in person or through a representative with details of all violations and also to produce fresh representations with details of violations and misconduct by contract operating officers."

In view of the above, the writ appeal is dismissed as withdrawn, with liberty as aforestated, if the appellant is so advised. No costs. Consequently, the connected miscellaneous petition in M.P.No.1 of 2015 is also dismissed.
