ORDER
(Order of the Court was made by The Hon'ble Acting Chief Justice) Mr.T.N.Rajagopalan, learned Special Government Pleader takes notice for respondent Nos.1 to 4.
2. The petitioner has filed the writ petition seeking issuance of a writ of mandamus directing respondents 1 to 3 to discontinue the course M Ch in Endocrine surgery in the third respondent college immediately and also stop awarding degree to the students who had studied with during the period of absence of recognition from the fourth respondent.
3. It is the case of the petitioner that he is the Secretary of an NGO by name "Citizens Initiative". There is a superspecialty course (M Ch) in Endocrine Surgery. Based on the approval granted by the second respondent, the third respondent / College admits students for the said course. Such approval was granted only for five years from 2007 and was not renewed thereafter. Even after lapse of the approval, the third respondent / College is admitting students for the said super-specialty course and awarding degrees, which are not recognised.
In this regard, the petitioner made a representation to respondent Nos.1 to 3 on 16.1.2017. Though the representation was received by respondent Nos.1 to 3, till date no action was taken. Hence, the present writ petition.
4. Heard the learned counsel for parties for some time.
5. On perusal of the petition, we find the writ petition completely devoid of any particulars. The petitioner has not made any ground work in respect of the present matter. It is alleged that there is a super-specialty course (M Ch) in Endocrine surgery in the third respondent College and approval for admission for the said course was granted for five years from 2007. Now it is alleged that the fourth respondent has withdrawn the recognition granted to the said course and has also not been renewed. It is alleged that, while things stood thus, the third respondent is admitting the students for the said course and degrees are being awarded to the students which is against the public interest, since the Doctors produced are without valid degree.
It is too much on the part of the petitioner to presume that the Doctors produced are without valid degree and that they are trained and awarded degrees without adequate infrastructure and facilities. The fourth respondent will take note of the running of the Institutions/Colleges and maintaining standards. The petitioner wants to express his grievance without any materials. We find no public interest involved in this case and the writ petition is liable to be dismissed.
