When the matter is taken up for hearing, the learned counsel appearing for the petitioner filed a memo indicating that the written communication sent to the petitioner had been returned with an endorsement that 'no such person in that address'.

2. Recording the same, the Writ Petition is dismissed as the petitioner is not diligently prosecuting the matter. However, there shall be no order as to costs.
