O R D E R

The petitioner has filed this writ petition seeking issuance of Writ of Mandamus directing the respondent to consider the candidature of the petitioner for the post of junior Technical "Sheet Metal Worker" without insisting the apprenticeship training certificate from the Government Transport Corporations.

2.The case of the petitioner is that the petitioner after completing his Higher Secondary in the year 1996, underwent technical course as "Sheet Metal Worker" at Government Industrial Training Institute at Chengalput during the academic year 1996 - 1997 and secured 600 marks out of 700 marks and National Trade Certificate was issued by the National Council for Vocational Training.

The petitioner completed his apprenticeship training at Sundram Motors Limited, Chennai

during the period from 16.03.1998 to 15.03.2000 and secured 477 marks out of 700 in the prescribed trade test and registered all the educational qualification in the Employment Exchange. 3.It is the further case of the petitioner that the respondent called for personal interview for the post of Sheet Metal Worker and when the petitioner appeared for the interview, his candidature was rejected on the ground that the petitioner had not undergone apprenticeship training in the respondent Corporation. Thereafter, the respondent issued call letter dated 21.06.

2013 to the petitioner and called for direct selection for Junior Technical (daily wages), however, when the petitioner appeared for the direct selection, the respondent did not allow the petitioner in the selection stating that the petitioner did not possess the apprenticeship Certificate issued by the respondent Corporation. Hence, this writ petition. 4.There is no representation for the petitioner. However, considering the pendancy of the writ petition, this Court decides to proceed with the case with the materials available on record.

5.From the perusal of records, it is known that in the call letter dated 21.06.2013, it is clearly stated that only those who have completed apprenticeship training in the respondent Corporation shall appear for direct selection. The petitioner has completed his apprenticeship training in a private concern. 6.Further, the petitioner has not produced any records to show that he has done his apprenticeship training in the respondent Corporation. The petitioner has also not challenged the selection process or the condition imposed in the call letter. Hence, this Court is of the opinion that the petitioner cannot be permitted to appear for the direct selection by overlooking the condition imposed in the call letter. 7.The writ petition is accordingly dismissed.
