Writ Petition filed under Article 226 of the Constitution of India praying to issue Writ of Certiorarified Mandamus or any other appropriate writ or direction in the nature of a writ, calling for the records of the first respondent herein relating to circular No.13/2002 (Ppa.2/12819/2002), dated 16.04.2002 and quash the same and consequently direct the respondents to register the petitioner name in the 2nd respondent employment Exchange without Evaluation Certificate.
