Mr.L.Jai Venkatesh, learned Standing Counsel accepts notice for the respondent and is armed with instructions to enable a final disposal of this Writ Petition, even at the stage of admission.

2. The petitioner seeks a mandamus directing the respondents to change the name in which Electricity Service Connection bearing No.09237040365 presently stands, to her own name by considering her representation dated 12.10.2023.

3. The service connection presently stands in the name of third parties, who are not arrayed as party respondents in this Writ Petition. Hence, this Court is reluctant to pass any orders that may impinge upon the rights of the third parties, particularly when they are not parties to the Writ Petition.

4. Hence, while directing the R2/Assistant Executive Engineer to consider the representation of the petitioner dated 12.10.2023, there is a 2/4

specific direction to him to ensure that apart from the petitioner, notice is issued to the private parties as well and all of them heard prior to passing of any orders on the representation.

5. Needless to say that the order to be passed shall be in accordance with law and all applicable regulations and guidelines, within a period of twelve (12) weeks from date of receipt of a copy of this order.
