Common Prayer: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Declaration, declaring that Rule 5 of Rules for Training of Nurses in Government Hospitals in the State of Madras, in particular the provisions insofar as it compels the student, who join the nursing course to sign an agreement in the form given in Annexure IV to remain in service of the Government for a minimum period of four years is concerned and consequently direct the respondents to fill up the post of Nurse in the Government Hospitals and Government Organisations as per the employee exchange seniority.
