PRAYER: Writ Petition filed under Article 226 of the Constitution of India, praying to issue a writ of Mandamus, for direction to the respondents to regularize petitioner's service in the Supernumerary post of Plot Watcher as per G.O.Ms.No.202, Environment and Forest (FR-2) Department, dated 18.12.2013, G.O. (2pa)No.13, Environment and Forest Department, dated 26.03.2018 and in the light of the recommendation made by the third respondent in Na.Ka.No.pa2/5607/2015 dated 17.05.2016 with all consequential benefits.

This writ petition has been filed for the issue of writ of mandamus, directing the respondents to regularise the service of the petitioner in the supernumerary post of Plot Watcher and in the light of the recommendation made by the third respondent by his proceedings dated 17.05.2016.
2.The case of the petitioner is that he joined in the year 1999 as Plot Watcher. According to the petitioner, the services are entitled to be regularised in line with G.O.Ms.No.202 dated 18.12.2013. The petitioner had made a representation in this regard and the third respondent by his proceedings dated 17.05.2016 has already recommended the case of the petitioner and the file is now pending before the second respondent. Since no orders were passed, the petitioner also made a representation on 08.11.2019. There was no response from the second respondent and therefore, the present writ petition has been filed before this Court.
3.Heard Mrs.K.Jenitha, learned counsel for the petitioner and Mr.S.Prabhu, learned Additional Government Pleader for the respondents.
4.Taking into consideration the facts and circumstances of the case and also the fact that the third respondent has already forwarded the recommendation by his proceedings dated 17.05.2016, the second respondent is directed to pass appropriate orders in accordance with law strictly within a period of 6 weeks from the date of receipt of copy of this order. The petitioner is directed to make a fresh representation to the second respondent along with the copy of the proceedings of the third respondent dated 17.05.2016 and the copy of the representation dated 08.11.2019. A copy of this order also shall be annexed along with the representation. A copy shall also be marked to the first respondent.
5.This writ petition is disposed of with the above direction. No costs.
