ORDER
This Writ Petition has been filed challenging the proceedings of the 7th respondent vide No.Na.Ka. A2/ 2009/ 2024 dated 12.09.2025 pertaining to cancellation of Tender ID Nos.2025-RDTN-599570-1, 2025-RDTN-599624-1, 2025-RDTN-599628-1 and proceedings of the 6th respondent vide no Na.Ka. A2/ 4369/ 2025 dated 18.12.2025 pertaining to cancellation of the Tender ID. Nos.2025-RDTN-630360-1, and vide 2025-RDTN-630390-1, and vide No.Na.Ka. A3/ 1639/ 2025 dated 18.12.2025 pertaining to cancellation of the Tender ID No.2025-RDTN-630690-1 and to quash all the same.
2. The petitioner came forward with this writ petition alleging that the tender package system is arbitrary and it bars the small contractors from taking part in the tender.
3. Mr.T.Chezhian took notice for the respondents 6 and 7 yesterday (03.02.2026) and sought time to get instructions. Today, he has produced the
instructions of the Block Development Officer (BDO) which is scanned and extracted hereunder:
