This writ petition is filed under Article 226 of the Constitution of India, seeking writ of declaration, declaring the 1st respondent relating to the closure of the grievance complaint #SPL15E016970 dated 29.12.2025 and the subsequent notice dated 15.01.2026 issued by the 1st

respondent as null, void, and unconstitutional in so far as it relates to the petitioner, and consequently direct the 1st and 2nd respondents to appoint the petitioner for the post of Agricultural Field Officer (Scale I) under CRP SPL - XIV and consider the petitioners candidature on merits, pending the final decision of the Appellate Authority regarding the issuance of the Community Certificate.

ORDER

This writ petitioner is filed for the following relief: "To declare the 1st respondent relating to the closure of the grievance complaint #SPL15E016970 dated 29.12.2025 and the subsequent notice dated 15.01.2026 issued by the 1st respondent as null, void, and unconstitutional in so far as it relates to the petitioner, and consequently direct the 1st and 2nd respondents to appoint the petitioner for the post of Agricultural Field Officer (Scale I) under CRP SPL - XIV and consider the petitioners candidature on merits, pending the final decision of the Appellate Authority regarding the issuance of the

Community Certificate."

2. It is the case of the petitioner that he belongs to Kuruman community which is a scheduled tribe. The petitioner applied for the post of Agricultural Field Officer (Scale I) under the Scheduled Tribe category in the Common Recruitment Process (CRP SPL-XV) conducted by the 1st respondent. The petitioner successfully cleared the Online Main Examination held on 09.11.2025 and was shortlisted for the interview scheduled on 26.12.2025. However, the petitioner was denied to proceed with the interview only on account of non-production of the community certificate.

The petitioner would submit that the delay in producing the certificate was not on account of his negligence but was caused by an erroneous rejection order passed by the 3rd respondent (RDO) on 18.07.2025. The 3rd respondent failed to consider the valid community certificate which had been produced by his relative, namely, his first cousin and also the letter of the Advocate General's as also the SLSC Order 2008, which mandates that historical clerical errors classifying "Kurumans" as MBC/Kurumbar must be rectified and not used as a ground

for rejection.

4. The petitioner challenged this rejection before this Court by filing WP.No.50121 of 2025, wherein, this Court directed the appellate authority to decide the appeal. Pursuant to these legal remedies, the petitioner has now obtained valid Kurumans (ST) community certificate.

5. Since he now possesses the requisite document, the defect stands cured. The denial of employment opportunities is based on an administrative lapses. Hence, the petitioner has come forward with this writ petition in question.

6. Heard the rival submissions and perused the records.

7. The petitioner having filed an appeal against the order rejecting the request for grant of ST community certificate cannot claim a right to participate in the interview. The petitioner ought to have been vigilant and should have obtained the community certificate earlier in point in time. Therefore, the relief claimed by the petitioner cannot be granted.

8. It is reported that the appeal is now pending before the District Collector and was listed on 04.02.2026. It is further stated that orders are yet to be passed. Therefore, a direction is issued to the appellate authority to dispose of the appeal within a period of 1 month from the date of receipt of a copy of this order.

9. With the above observation and direction, this writ petition is dismissed. Consequently, the connected miscellaneous petitions are closed. No costs.
