Prayer: Writ Petition is filed under Section 226 of the Constitution of India for issue of Writ of Mandamus, directing the 2nd respondent to issue Worksite Inspection Certificate and working condition of the Plants and Machineries Certificate as per Clause-9 in respect of the Tender Notice No.52/2025-2026/HDO/dated 19.01.2026, so as to enable the petitioner to participate in the Tender Notice No.52 by considering the representation made by the petitioner on 28.01.2026. This writ petition is filed for the following relief: "To direct the 2nd respondent to issue Worksite Inspection Certificate and working condition of the Plants and Machineries Certificate as per Clause-9 in respect of the Tender Notice No.52/2025-2026/HDO/dated 19.01.2026, so as to enable the petitioner to participate in the Tender Notice No.52 by considering the representation made by the petitioner on 28.01.2026."

The petitioner would submit that the 1st respondent issued a Tender Notice No.52/2025-2026/HDO/dated 19.01.2026 inviting bids under double cover system through online for widening and reconstruction of Thalaivasan - Veeranganur Road to Punalvasal Road, Salem - Ulundurpet Road to Dhadampatty Road and Kamaneri - Ramakrishnanur Road.
3. To participate in the bid, the petitioner has to submit worksite inspection certificate and working condition of the plants and machineries certificate. Accordingly, the petitioner had made an application on 28.01.2026 to the 2nd respondent, for issuance of worksite inspection certificate and working condition of the plants and machineries certificate for the above mentioned works, so as to enable the petitioner to upload the same along with all required tender documents. However, the 2nd respondent has not inspected the site. Therefore, the petitioner is before this Court. 3/6
4. Mrs. P.Aishwarya, learned Government Advocate on instructions would submit that an inspection will take place tomorrow, i.e., on 04.02.2026 and the certificates will be issued by 05:45 pm, tomorrow, if all the parameters required are in order.
5. Recording the submission of the learned Government Advocate, this writ petition is disposed of. No costs.
6. The parties shall not await certified copies of this order. The learned Government Advocate shall communicate this order to the authority concerned.
