Prayer: Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Certiorarified Mandamus calling for the entire records relating to impugned order passed by the third respondent in his proceedings No.Na.Ka.No.03/B4-PS/2024 dated 06.02.2024 and to quash the same as illegal, incompetent and consequently, direct the third respondent to grant permission to the petitioner Sangam to conduct the 5th State Annual Meeting to be held on 10.02.2024 and 11.02.2024 at the private place namely called as Maatusandhai in SF No.133, 134 & 134/2 in Patta No.224, Karungalpalayam, Erode District from 08.00 a.m. to 11.00 p.m. by considering the petitioner's representation dated 22.01.2024.

The Inspector of Police, Perundurai Police Station, Perundurai, is suo motu impleaded as fourth respondent in this petition.
2. Mr.Mr.A.Damodaran, learned Additional Public Prosecutor, takes notice for the impleaded respondent.
3. Registry is directed to carry out necessary amendment in all the concerned records.

This writ petition has been filed by the petitioner Sangam aggrieved by the rejection order passed by the third respondent through proceedings dated 06.02.2024 and for a consequential direction to the third respondent to grant permission to the petitioner sangam to conduct the 5th State Annual Meeting to be held on 10.02.2024 and 11.02.2024 at the chosen place.
5. Heard Mr.Ma.P.Thangavel, learned counsel for petitioner and Mr.A.Damodaran, learned Additional Public Prosecutor appearing for respondents.

It is seen from records that the petitioner has been conducting State Annual Meetings for the last four years and even on an earlier occasion, the petitioner had approached this Court and sought for a similar direction and this Court had also permitted the conduct of the meeting in W.P.No.8994 of 2018 by order dated 16.05.2018.
7. When the matter came up for hearing, this Court suggested that if the respondents had any objection with the venue where the meeting is 3/6
proposed to be held, an alternate venue can be proposed. Accordingly, the alternate venue in and around Perundurai Toll Plaza which comes within the jurisdiction of Inspector of Police, Perundurai, was suggested.
8. In the light of the above development, there shall be a direction to the petitioner to give a fresh representation to the Inspector of Police, Perundurai Police Station. The same shall be entertained and necessary permission and police protection shall be granted by the Perundurai Police Station in the place that has been agreed upon and in which the meeting is scheduled to be held on 18.02.2024. It is left open to the 4th respondent to impose reasonable conditions.
