Respondents Writ petition filed under Article 226 of the Constitution of India praying for issuance of Writ of Mandamus, directing the 2nd respondent to take action on the representation sent by the petitioner dated 18.09.2017 in accordance with the direction issued by the Under Secretary of the Revenue and Disastrous Management Department through letter No.35717/Ni Mu 1(2)/2017-1 dated 09.10.2017 by giving a personal hearing for grant of Patta to the petitioner within a time frame.

Mr.R.Govindasamy, learned Special Government Pleader takes notice for the respondents. By consent of the parties, the main writ petition is taken up for final disposal at the admission stage itself.
2. The petitioner seeks for a direction to the second respondent to take action on his representation dated 18.09.2017, wherein and whereby, he ventilated his grievance against issuance of Patta in respect of the subject matter property in favour of some third parties, who according to the petitioner, are not eligible persons to get such Patta to be granted for landless hand loom weavers.
3. Therefore, it is the contention of the petitioner that he must be given Patta, by considering him as a working hand loom weaver who does not have any house site.
4. This Court, at this stage, is not expressing any view on the merits of the claim made by the petitioner, as it is for the second respondent to consider and decide the same. Accordingly, this writ petition is disposed of, only by directing the second respondent to consider the representation of the petitioner dated 18.09.2017 and pass orders on the same on merits and in accordance with law, after hearing the petitioner and other interested parties, if any. Such exercise shall be done by the second respondent, within a period of twelve weeks from the date of receipt of a copy of this order. No costs.
