This petition is filed seeking a direction to the second respondent to complete the proceedings and file a final report in FIR in Crime No.589 of 2021 on the file of the second respondent and consequently issue Non Traceable Certificate to the petitioner.

It is seen from the submission of the learned counsel for the petitioner that the petitioner is the owner of the vehicle bearing Registration No.TN 02 BQ 8690. This vehicle was parked at the parking slot of his residence situated at No.57, G-1, Golden Leisure Square, Balaji Nagar, Padi Kuppam Road, Chennai - 600 040. On 15.08.2021 the vehicle was missing. CCTV Footage installed opposite to the residence shows that two anonymous persons have stolen the vehicle during the morning hours of 14.08.2021 at about 5.30 am. A complaint was given in this regard to the second respondent, FIR in Crime No.589/2021 under Section 379 of IPC was registered on 15.08.2021. Despite the FIR had been registered on 15.08.2021, the second respondent has not taken any steps to secure either the accused or the vehicle. Therefore, this petition.

In view of the facts and circumstances of the case where it is submitted that CCTV Footage of commission of theft of two wheeler by anonymous persons is produced, and despite that, the respondent police is not able to secure the accused, is something that has to be deprecated. Therefore, the second respondent is directed to expedite the investigation and complete the investigation in this case and take all efforts to secure the accused and two wheeler within, a period of one month from today. In the event of failure to trace the vehicle, the second respondent is directed to issue Non Traceable Certificate to the petitioner for facilitating him to claim insurance.
