Respondents Prayer : Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus, directing the first Respondent to post Petitioner to the Promotional Post of Town Surveyor as per Seniority, by considering petitioner representation dated 10.10.2025, within the time frame stipulated by this Honble High Court.

ORDER
Mr.P. Ganesan, learned counsel takes notice for respondents. By consent of both the parties, this writ petition is taken up for final disposal at the admission stage itself.
2. This writ petition has been filed seeking a direction to the 1st respondent to consider the petitioner's representation dated 10.10.2025 and to effect posting to the post of Town Surveyor in accordance with seniority and the applicable service rules.
3. It is the case of the petitioner that he was appointed as Field Surveyor through the Tamil Nadu Public Service Commission in 2013, completed probation, and was promoted as Firka Maintenance Surveyor in 2016 and as Sub-Inspector of Survey in 2018. His seniority as Sub-Inspector of Survey has been fixed and published, placing him at Serial No.7 in the district seniority list. It is his grievance that juniors have been posted as Town Surveyors overlooking his claim, contrary to seniority norms. Therefore, he submitted a representation to the respondents on 10.10.2025, which evoked no response. Hence, this writ petition has been filed with the aforesaid prayer.
4. Learned counsel for the petitioner would submit that it would suffice, if a direction is issued to the 1st respondent to consider the petitioner's representation dated 10.10.2025, within a time frame to be fixed by this Court. 2/4

In view of the limited scope of the prayer now sought by the learned counsel for the petitioner, this Court, directs the 1st respondent to consider the petitioner's representation, dated 10.10.2025 and pass orders on its own merits and in accordance with law, within a period of twelve weeks from the date of receipt of a copy of this order. It is made clear that this Court has not expressed any opinion on the merits of the case.
