Heard Mrs.Usharamman, learned counsel appearing for the petitioner and Mr.R.Vijayakumar, learned Additional Government Pleader appearing for the respondents.

2. Though the private respondents have been served and their names are printed in the cause list, none appears to the private respondents.

3. The petitioner seeks for disposal of the statutory appeal filed before the 1st respondent on 13.08.2012. The petitioner has enclosed the postal acknowledgment card, it is seen that the appeal was received by the 1st respondent on 13.08.2012. https://hcservices.ecourts.gov.in/hcservices/

4. In the light of the above, without going into the merits of the petitioner's contention, there will be a direction to the 1st respondent to dispose of the petitioner's appeal dated 13.08.2012, after issuing notice to the petitioner and the respondents 2 to 4, after hearing the parties in person and to pass orders on merits and in accordance with law. The petitioner is also directed to forwarded the copy of this order to the 1st respondent. The above direction shall be complied within a period of three weeks from the date of receipt of a copy of this order.

5. With the above direction, this Writ Petition is disposed of. No costs.
