ORDER

The prayer made in the writ petition is to issue a writ of Mandamus directing the second respondent to consider the application of the petitioner dated 05.04.2017 and pass appropriate orders within the time frame as may be fixed this Court, much before the programme scheduled to be held on 18.04.2017.

It is the grievance of the petitioner that he has submitted an application dated 05.04.2017 to the respondents, seeking permission and protection to conduct cultural programme in the event of Sri Mariamman Koil Thiruvizha at Keelpallathur, Avarankuppam Post, Vaniyambadi Taluk, Vellore District, scheduled to be held on 18.04.2017. However, till date, no order has been passed by the respondents. Hence, this petition.

3. Though the petitioner sought for permission to conduct cultural programme, learned counsel for the petitioner https://hcservices.ecourts.gov.in/hcservices/

restricted the same to the extent of conducting Orchestra, for which, the learned Government Advocate appearing for the respondents has raised no serious objection.

4. In view of the submission so made by the learned counsel for the petitioner, the second respondent is directed to consider the application of the petitioner dated 05.04.2017 and grant permission to the petitioner to conduct Orchestra in the event of Sri Mariamman Koil Thiruvizha at Keelpallathur, Avarankuppam Post, Vaniyambadi Taluk, Vellore District, scheduled to be held on 18.04.2017, subject to usual conditions. It is made clear that this Court has not granted any direction to conduct "Adal Padal Nigazhchi / dance programme" in the name of "cultural programme/Kalai Nigazhchi".
