By consent, the main writ petition itself is taken up for final disposal.
2. The petitioner has come up with the present writ petition for a mandamus, directing the respondent to dispose of his appeal dated 24.2.2016 being appeal against the order of the Deputy Inspector General of Registration, Cuddalore, in Na.Ka.No.3647/ Ou/2015 dated 25.1.2016 on merits in a time bound manner as fixed by this Court.

It is the case of the petitioner that he was provided with a licence for vending Judicial and Non-Judicial Stamps within the premises of Office of the Sub Registrar, Panruti, Cuddalore District and he has been selling both Judicial and Non-Judicial Stamps without any remarks. While so, two licenced stamp vendors viz., Rathinasabapathy and G.Suresh had been selling stamps inside the premises without any authority. Hence, he preferred a complaint before the Sub Registrar, Panuti and the District Registrar, Cuddalore. But, no action was taken on the said complaint. Hence, out of depressed state of mind, the petitioner placed a notice board before his stamp vending table stating that the documents would be prepared for free of charges.
In such circumstances, he was issued with a show cause notice by the District Registrar, Cuddalore, as to why action should not be taken for the said act. The petitioner duly replied for the same. However, the District Registrar, Cuddalore, by his proceedings dated 27.10.2015 passed an order cancelling his licence. Aggrieved over the same, the petitioner preferred an appeal before the Deputy Inspector General of Registrar, Cuddalore and the same was also dismissed. Thereafter, the petitioner preferred a further appeal before the Inspector General of Registration, Cuddalore, on 24.2.2016. But, the said appeal is still pending without any progress. Hence, the petitioner has come up with the present writ petition for the relief set out earlier.
4. I have heard the learned counsel appearing for the petitioner and the learned Additional Government Pleader, who has taken notice on behalf of the respondent.

Considering the facts and circumstances of the case and considering the submissions made on either side, without going into the merits of the claim made by the petitioner, this Court directs the respondent to dispose of the appeal of the petitioner dated 24.2.2016, on merits and in accordance with law, within a period of eight weeks from the date of receipt of a copy of this order. The writ petition is disposed of accordingly. No costs.
