ORDER

The writ petition has been filed seeking the following relief : " To issue a Writ of Mandamus directing the respondents 1 to 3 to consider the representation dated 07.11.2025 for free hold lease rights or permitting the petitioner to pay one-time reasonable charges as fixed by authorities for the connecting bridge constructed / maintained by Petitioner in S.No.319/1 at Keeranatham Village, Annur Taluk, Coimbatore District within a stipulated period. "

The case of the petitioner is that pursuant to the lease deed executed on 17.06.2009 with the District Administration, the petitioner company had developed a huge IT corridor by constructing a connecting bridge in S.No.319/1, and 558 at Keeranatham Village, Coimbatore, at their own cost of Rs.28,00,000/-. It also spends a sum of Rs.1,00,000/- every year for its maintenance. According to the petitioner, in the IT hub created by the petitioner, several multi-national companies are operating their business and they are having access to the main road through the bridge constructed by the petitioner, in and by which it provided employment for about 40,000 (direct) and 75,000 (indirect) persons. The lease period was for three years and it was

subsequently renewed.

The grievance of the petitioner is that the first respondent is collecting rent and charges at the rate of Rs.220/- per sq,ft., whereas the admitted guideline value is Rs.35/- per sq.ft., The petitioner would submit that on 10.10.2025, they received a demand notice from the third respondent for the year 2022-2025 requiring them to pay a sum of Rs.26,05,430/- however no calculations were provided for the amount so arrived. The petitioner would also plead that the Government had favoured similarly placed various individuals, commercial institutions, who are his adjacent land owners involved in similar construction work, by not collecting any rents. Therefore, the petitioner had approached the authorities with their representation dated 07.11.2025 seeking to consider free lease hold rights or to fix a reasonable rent or to permit them to pay onetime lease amount, but the respondents turned deaf. Hence, the petitioner is before this Court.

Considering the fact that the petitioner-Company had gifted their lands to local panchayats free of cost, and had also developed a IT hub with all amenities for the welfare of the public at their own costs, this Court is of the view that the respondents shall consider the claim made by the petitioner vide his representation dated 07.11.2025 and pass speaking orders within a period of

four weeks from the date of receipt of a copy of the order.
