(Order of the Court was made by The Hon'ble Chief Justice) The petitioner seeks to file the present petition based on the representation dated 23.09.2011 after 4 1⁄2 years and that too, in the middle of the election process.

are of the view that the petitioner must make a fresh comprehensive representation and after giving reasonable time to the respondents to react to the same, if no favourable order is passed, to invoke the jurisdiction of the Court in accordance with law.

3.We, however, make it clear that this would not in any manner preclude the respondents from suo motu looking into the issue which appears to have been pending for quite some time. 4.Writ Petition is closed in the aforesaid terms.
