Writ petition filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Declaration, declaring that the provisions of Rule 19(b)(III-B) of the Development Control Rules and Rule 13 of the Special Rules for multi-storied building as ultravires, illegal, unconstitutional and unenforceable in so far as it relates to levy and collection of Security deposit for proposed Development. Prayer in W.P.No.2972 of 2011:

Writ petition filed under Article 226 of the Constitution of India, praying for the issuance of a Writ of Certiorarified Mandamus, calling for the records of the second respondent comprised in its letter No.C3/13757/2009 dated 10.1.2011 and

quash the same as arbitrary, illegal and unconstitutional and consequently issue a Mandamus, directing the second respondent to issue planning permission to the petitioner for proposed construction of basement plus Ground/stilt Floor (Part), Block 1 - 1st to 9th floors, residential block 2 - 1st to 9th floors with 72 dwelling units in S.No.286/3A bearing plot No.4/262, Rajiv Gandhi Road, OMR, Kandanchavadi, Kottivakkam Village, Chennai, without insisting on payment of any amount towards security deposit for proposed development.
