Mr.K.Surendran, Additional Government Pleader Order This Review Application has been filed to review the order dated 09.12.2025 in W.P.No.6506 of 2024, in and by which this Court declined the claim of the petitioner for implementation of the 7th Commission.

2. The main ground raised by the petitioner Association in the writ petition was that the 7th Pay Commission was not implemented to them. This Court while disposing of the writ petition, vide order dated 09.12.2025 has categorically observed that admittedly G.O.Ms.,No.237 dated 22.07.2013 is applicable only to Government servants and whereas the petitioner association is not a cooperative society employee who falls for implementation of the common cadre employees. However this Court gave positive direction to the Government to sanction finance for payment of 3% increments to the Selection and Special Grade and disburse the same to the members of the petitioner's association.

3. The review application has limited purpose and cannot be allowed to be "an appeal in disguise". The review is by no means an appeal in disguise whereby an erroneous decision is reheard and corrected but lies only for patent

error. The applicant under the guise of this review application wants to reagitate the matter once again afresh and in the light of the settled position of law, it is impermissible. There is no mistake or error apparent on the face of the order under review and this Court finds no merit in the review application and therefore, the review application is dismissed. No costs.
