PRAYER: Petition filed under Article 226 of the Constitution of India raying for issuance of Writ of Mandamus directing the respondents to consider the petitioner's representations dated 25.02.2013 and 29.05.2013 and consequently direct the 2nd Respondent to consider his loan application dated 22.03.2013 vide Acknowledgement No.TAHDCO-2013-EDP-VP-1039.

ORDER

According to the Petitioner, he has three male children and one female child and all are studying with more difficulties and further, he has no means to look after his children. Moreover, he is not possessing any property and also suffering from severe spinal cord problem.

2.The plea of the Petitioner is that he had applied for a loan from the 2nd Respondent/Tamil Nadu Adi Dravidar Housing & Development Corporation to run the milk store on 22.03.2003. His grievance is that although he had submitted his residential proof, income proof, community proof and project report, the 2nd Respondent

had failed to consider his loan application. As a matter of fact, he seeks a loan of Rs.2,00,000/- to run the milk store in his locality.

3.The main grievance of the Petitioner is that the Respondents had deliberately failed to grant financial assistance to him and although he had made representations dated 25.02.2013 and 29.05.2013 addressed to the Respondents, no orders have been passed on the same till date. Since his family is dependent on his daily income and also he is suffering for day-to-day needs, he has been left with no option, but to project the present Writ Petition before this Court.

4.In view of the fact that the Petitioner's representation dated 25.02.2013 and 29.05.2013 till date have not yet been disposed off by the authorities concerned, at this stage, this Court, simpliciter, in furtherance of substantial cause of justice, directs the 2nd Respondent to look into the representations of the Petitioner dated 25.02.2013 and 29.05.2013 forthwith and to dispose of the same by passing a reasoned speaking order, ascribing necessary qualitative and quantitative reasons (of course after providing necessary opportunity to the Petitioner and others concerned if any, by adhering to the principles of natural justice), within a period of four weeks from the date of receipt of copy of this order.

5.With the aforesaid directions, the Writ Petition is disposed of. No costs.
