There is no representation for the petitioner. When the matter was posted on 12.07.2024 also, none represented the petitioner.

2. Heard Mr.S.Rajesh, learned Government Advocate appearing for the respondent 1 to 4.

The petitioner Rajammal wife of Sivaraj, Naickanoor Village, Chinnarampatti, Thirupattur Taluk, Vellore District, has stated in the affidavit that she belongs to Backward Class and studied upto 12th standard. She is a permanent resident of Naickanoor Village. She is a handicapped person and her husband is Cooley.

4. The petitioner has further stated in the affidavit that, with reference to the notification of the 1st respondent, she submitted an Page No.2/7

application for appointment as Anganwadi Worker in Naickanoor Center. She participated in the interview and certificate verification done on 16.08.2012 and she possessed the requisite qualifications. One Mrs.Tamilselvi, the 5th respondent herein was appointed to Naickanoor Centre by the 2nd respondent by the proceedings dated 02.09.2012 in Se.Mu.Na.Na.No.1622/A1/2012. The 5th respondent secured the said post by producing a false income certificate, and her husband is working as Conductor in the Tamil Nadu State Transport Corporation. The petitioner's representation was not considered. Hence, she filed this writ petition.

Mr.S.Rajesh, learned Government Advocate appearing for the respondent 1 to 4 would vehemently argue that the Block Level Selection Committee conducted interview, and appointments were made based on the report of the Committee. The Committee selected Mrs.Tamilselvi for Niackanoor Centre for the post of Anganwadi Worker, and she joined the duty on 06.09.2012. He would further submit the fact that the petitioner who is a handicapped person was considered, and 18 candidates were selected for the posts in Vellore District. The 5th respondent is a local resident of the village, where the centre is located. Whereas, the Page No.3/7

petitioner is a resident of nearby village.

6. As per the notification for the selection of Anganwadi Workers and helpers under the Integrated Child Development Scheme in Vellore District, the prescribed minimum eligibility criteria for the post of Anganwadi Workers are hereunder:

i.

The age of the candidate should be 25-35 years. ii. The educational qualification should be SSLC pass. iii. The candidate's residence should be within 10 km of the rural area.

7. G.O.(Ms).No.110, Social Welfare and Nutritious Meal Programme (SW7) Department dated 14.05.2012 enumerated the eligibility criteria for appointment for the post of Anganwadi Workers and Anganwadi Helpers as follows:

i.

The candidate should be 25 to 35 years of age. ii. The educational qualification recommended is pass in 10th standard for Anganwadi Worker.

iii. The applicant should be the resident of the same hamlet. If no eligible/suitable candidate from the same hamlet is available, the candidates from the neighbouring hamlets of the same panchayat of the particular centre shall be considered. Even then, eligible candidates are not available, the candidates from the neighbouring panchayats located within 10 Page No.4/7

kms shall be considered for the appointment of Anganwadi worker.

8. Based on the above said G.O., it is stated that the Block Level Committee was constituted by the District Collector, and an interview was conducted by the Selection Committee. The said selection was notified as per the said G.O. Though it has been alleged by the petitioner that the guidelines/norms were violated in the selection process, no instance of such a violation is averred in the affidavit. I find no perversity in the impugned order.
