Prayer : Writ Petition under Article 226 of the Constitution of India praying for a Writ of Certiorarified Mandamus calling for the records relating to the Memorandum dated 28.6.2012 bearing No.4859/PJN/Estt/E1/2012-13 issued by the 2nd respondent and quash the same as illegal and against all principles of law and natural justice and consequently direct the respondents to sanction eligible leave as per the CCS (Leave) Rules 1972 as requested by the petitioner in so far as the EOL on personal grounds for two years from 11th August 2012 in continuation of the rescheduled EL period from 4.6.2012 to 10.8.2012 instead of 2.5.2012 to 30.6.2012.
