ORDER

This petition has been filed seeking to quash the impugned order passed by the 2nd respondent in proceedings -Nil-dated 31.1.2026 and further direct

the respondents to permit the petitioner to participate in the further selection process and to appoint the petitioner as Grade II police constable

It is the case of the petitioner that the respondent issued notification and invited applications from the eligible candidates for appointment to the post of Grade II Police Constable on 21.08.2025. The petitioner has applied for the said post and the said application was admitted and allotted registration number for written examination. The petitioner has passed out the written examination and he was called for certificate verification and physical test. Accordingly, the petitioner appeared and produced all the certificates including the community certificate on 31.01.2026. However, the second respondent has informed the petitioner that he has not produced the community certificate and passed the present impugned order and disqualified the petitioner and not allowed to participate in the further selection process. Challenging the same, the present writ petition has been filed.

The learned counsel for the petitioner submitted that the petitioner has not only mentioned and enclosed the certificate along with the application but she produced the original certificates at the time of certificate verification by the second respondent on 31.01.2026. Without any verification, the second respondent passed the present impugned order, which is not sustainable.

4. The learned Standing Counsel appearing for the respondent submitted that after completion of the certificate verification, the physical test has been over. However, the petitioner has approached this Court belatedly.

5. Heard the learned counsel for both side and perused the materials available on record.

6. Admittedly, the petitioner belongs to MBC community and she has specifically applied for the post in the reserved category meant for MBC under destitute widow quota. However, on 31.01.2026 the second respondent has rejected the petitioners application and stated that community certificate not produced.

7. This Court perused the online application made by the petitioner. On perusal of the same, it is seen that the petitioner has mentioned the community details and certificate issuing authority. This Court unable to understand that how the respondent has arrived at a conclusion that the petitioner has not produced the community certificate, when the community certificate is very much available in the hands of the petitioner. Hence, the impugned order passed by the second respondent is set aside. Accordingly, the same is set aside. This Court directs the first respondent to accept the community certificate produced by the petitioner and send her to physical fitness test and allow the petitioner to participate in the

selection process.

8. With the above observation and direction, the writ petition is allowed. Consequently, connected miscellaneous petition is closed.
