ORDER

The petitioner seeks a mandamus directing respondents 1 & 3 being the Ministry of Petroleum and Natural Gas and the District Collector, to consider his representation dated 22.11.2023, conduct enquiry and pass orders thereupon.

The allegation of the petitioner is that he had purchased a new car and had gone to R5 petrol pump to fill fuel. Since the car, after refuelling, had not functioned properly, he had taken the same to the service station where he was informed that fuel tank contained 30 litres of water instead of fuel. Petitioner is thus aggrieved by the damage caused to his car and alleges violations under various statutes and regulatory orders. 3.

He had made a representation dated 22.11.2023 before R1 and the import of the same is that the petitioner seeks cancellation of licence of R4. A direction is sought to R4 to pay cost 2/4

and damages.

The first respondent is no way connected with the grievances of the petitioner. What the petitioner alleges are deficiency in services of R4 and R5, both of whom are private parties. Hence mandamus in the nature sought for by the petitioner, is not liable to be issued. Petitioner may consider approaching other appropriate fora for the reliefs that he desires. 5.
