This is the second round of litigation over the very same subject matter. On the earlier occasion, this Court in W.P.No.1603 of 2016 dated 19.01.2016 passed the following order: "4.Hence, liberty is granted to the petitioner to give a fresh representation to the third respondent setting out all facts and enclosing all relevant documents. The third respondent on receipt of such representation shall enquire into the matter and after notice to all concerned, proceed to take a decision on merits and in accordance with law, as expeditiously as possible, preferably within a period of four months from the date of receipt of a copy of this order. 2.In compliance of the said direction, the petitioner made representation on 17.12.2016. As the said representation was not considered, the present writ petition has been filed. 3.In the counter affidavit filed by respondent No.3, it has been stated that the said authority is not competent to look into the grievances of the petitioner.
4.In such view of the matter, the petitioner is directed to appear and give his representation to respondent No.2. As and when such representation is given, the said authority is directed to pass an appropriate order within a period of eight weeks from the date of receipt of a copy of this order. 5.This writ petition stands disposed of accordingly. No costs and the connected miscellaneous petition is closed. s/d- Assistant Registrar(J) True Copy Sub-Assistant Registrar maya/abr
