The writ petition was listed for final hearing on 18.11.2022. None appeared for the writ petitioner on the said day and thus, again it was posted today under the caption "for dismissal" and when the matter is taken up for hearing today, there is no representation on behalf of the petitioner even today. Thus, this court passed the following orders.

The relief sought for in the present writ petition is to direct the respondent to consider the representations dated 20.04.2013, 06.11.2013, 26.12.2013 and 07.01.2014, regarding approval of qualification of Post Diploma in Agricultural Engineering as higher /equivalent to Diploma in Automobile Engineering and eligible for admission for Post Diploma in Automobile Engineering and eligible for the post of Motor Vehicle Inspector.
3. The petitioner states that he belongs to MBC and has completed the Diploma course in Agricultural Engineering and passed in First class in April 1999.

4. The relief sought for in the present writ petition is to grant equivalence inrespect of the Diploma course in Agricultural Engineering with the Diploma course in Automobile Engineering.
5. Equivalence to two Diploma courses or Degree courses is to be granted by following the procedures as contemplated under the rules. The Government has constituted an Equivalence Committee which is an expert body and the Committee has to make necessary recommendations in the event of any application and if the recommendations are accepted by the Government and an order is passed, then only the Degrees or Diplomas, granted by various Universities and Institutions, can be considered as equivalent for the purpose of public employment, promotion etc.

In the present case, the Diploma course in Agricultural Engineering has not been equated with the Diploma course in Automobile Engineering by the Government and in the absence of any such equivalence order, the petitioner cannot seek any benefit from and out of the Diploma course acquired by him for the purpose of securing employment for which the Degree in Automobile Engineering has been prescribed as a requisite qualification.

7. This being the factum established, the relief sought for is absolutely untenable and accordingly the writ petition stands dismissed. There shall be no order as to costs.
