Petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, calling for the records of the second respondent comprised in his notice dated 10.1.2011 bearing Letter No.884/2010/CLPA and quash the same as illegal and arbitrary and consequently issue a Mandamus directing the respondents to consider and pass orders on the second petitioner's application dated 7.2.2008 for reclassification a portion of his land in T.S.No.43, Block No.2, Ward No.5 in Tirupapuliyur Village, Cuddalore Taluk and District
