Whether the petitioners are entitled to such relief or not, is for the respondents 5 and 6 to

consider and decide. Therefore, this Court, at this stage, is not expressing any view except by issuing a direction to the respondents 5 and 6 to consider the representation of the petitioners dated 13.08.2016, and pass orders on the same on its own merits and in accordance with law, within a period of four weeks from the date of receipt of a copy of this order. No costs.
