Respondents Prayer: Writ Petition is filed under Article 226 of the Constitution of India, to issue a Writ of Certiorarified Mandamus, calling for the records pertaining to the order passed by the first respondent in his proceedings in Letter No.5888/HK1/2011/5 dated 07.09.2011 quash the same, thereby direct the respondents to promote the petitioner as Assistant Divisional Engineer from

the date on which his immediate juniors were promoted based on the original seniority list of Assistant Engineers as on 01.01.2004 prepared by the third respondent in which the seniority of the petitioner is fixed as Serial No.307 and give all monetary and other consequential service benefits with retrospective effect.
