Petition filed under Article 226 of the Constitution of India to issue a Writ of Mandamus directing the respondents to issue family card to the petitioner viz., R.Manikandan Son of Late.Rajavel residing at West Street, Near Quarters, Rayappanur Village, Melnariyappur Post, Chinnasalem Taluk, Villupuram District as per the applications submitted on 03.01.2012 in petitioner Application No.12/2012 and based on his representation dated 24.2.2016 and pass order on the same within a reasonable time to be fixed.

By consent, the writ petition is taken up for finaldisposal. 2.The present writ petition has been filed seeking a Mandamus directing the respondents to issue family card to the petitioner viz., R.Manikandan, Son of Late.Rajavel residing at West Street, Near Quarters, Rayappanur Village, Melnariyappur Post, Chinnasalem Taluk, Villupuram District as per the applications submitted on 03.01.2012 in petitioner Application No.12/2012 and based on his representation dated 24.2.2016 and pass order on the same within a reasonable time. https://hcservices.ecourts.gov.in/hcservices/

3.The case of the petitioner is that he is residing permanently in West Street, Near Quarters, Rayappanur Village, Melnariyappur Post, Chinnasalem Taluk, Villupuram District and he made application to the second respondent for issuance of family card along with necessary documents, however, the respondent did not pass any order on his application till date. The application is kept pending for more than four years for no reasons. Hence, he made a representation on 24.02.2016 to the respondent. Even that, has not been considered so far. Hence, the petitioner has come forward with this petition. 4.Heard the submissions of the learned counsel appearing for the petitioner and the learned Special Government Pleader. 5.

Considering the submissions made on either side, this Court directs the petitioner to give a copy of the representation dated 24.02.2016 along with a copy of this order to the respondents, within a period of one week from the date of receipt of a copy of this order and the respondents on receipt of the same, is directed to consider the same and pass appropriate orders on merits and in accordance with law, after affording opportunity of personal hearing to the petitioner, within a period of four weeks thereafter.
