O R D E R

This writ petition has been filed challenging the impugned refusal Check Slip issued by the 2nd respondent dated 09.01.2025 and for a consequential direction to the 2nd respondent to receive and register the Settlement Deed executed by the petitioner dated 09.01.2025.

2.When the matter came up for hearing on 10.03.2025, this Court directed the learned Additional Government Pleader to take instructions in this case. Accordingly, the matter was listed for hearing today. 3.When the matter was taken up for hearing today, the leaned Additional Government Pleader produced the earlier orders passed by this Court in W.P.No.20750 of 2024 dated 26.07.2024 which was filed by the very same petitioner. On going through the entire records, it is seen that even in the earlier writ petition, this Court found that the petitioner was initiating one litigation after 2/6

another and was abusing the process of law. This Court also found that the petitioner was attempting to achieve indirectly what he could not achieve by filing the civil suit. Since there were absolutely no merits, the writ petition was dismissed by an order dated 26.07.2024. Even in this writ petition, there is reference to three earlier writ petitions filed by the same petitioner. Conveniently, the petitioner has concealed all these facts and filed the present writ petition by seeking for an innocuous prayer challenging the refusal check slip issued by the 2nd respondent. 4.In the considered view of this Court, the conduct exhibited by the petitioner is contumacious.

The petitioner is attempting to take this Court for granted by initiating one writ petition after another and the petitioner was not fair enough to mention in the affidavit about the earlier writ petitions filed by the petitioner. This clearly amounts to an attempt made to hoodwink this Court and get an order. Fortunately, the earlier orders passed by this Court in W.P.No.20750 of 2024 dated 26.07.2024 was brought to the notice of this Court. Thus, the petitioner has come to this Court with unclean hands and he has abused the process of law. Therefore, this Court is inclined to dismiss this writ petition with cost of Rs.
