The matter is listed today under the caption "for being mentioned" at the instance of the learned counsel for the petitioner.
2. Learned counsel for the petitioner submitted that in para 8 of this Court's order dated 07.04.2026, while issuing directions to the concerned respondent, the time frame has not been mentioned and therefore, he prayed before this Court to kindly accord time limit to consider the said application by the respondent concerned.
3. In view of the above, para 8 of the said order shall stand substituted with the following para :-
8. Considering the above said facts and circumstances of the case, the 2nd respondent is directed to communicate the blacklisting order to the petitioner to enable her to approach the appropriate authority and liberty is granted to the petitioner to make an E-Visa application on or after 23.09.2026, [since retention period expires on 23.09.2026), and if e-visa application is filed, the concerned respondent is directed to consider the said application and pass appropriate orders, within a period of eights weeks thereafter. 1/11
4. Except the above modification, remaining portion of the order dated 07.04.2026 remain unaltered.
5. Registry is directed to carry out aforesaid corrections and issue fresh order copy to the parties.

ORDER
This Writ Petition has been filed to direct the respondents 1 and 4 to issue appropriate directions to the Bureau of Immigration and all other concerned authorities to ensure that no coercive, adverse, or prejudicial action is initiated or taken against the Petitioner in future without due notice and also to provide an opportunity of hearing, and also to follow strict adherence to the principles of natural justice and consequently direct the respondents to consider and dispose of the pending representations and emails dated 12.03.2025, 24.04.2025 and 27.05.2025.
2. According to the petitioner, she is a Singapore National and regularly travelling to India for personal and professional purposes. The petitioner complied with all applicable visa conditions and immigration laws during her 5/11
visits. Despite her complete compliance, the petitioner was unexpectedly denied entry on 09.09.2024 and 27.09.2024, without being informed of any reason or basis for such refusal. Therefore, through various representations dated 12.03.2025, 24.04.2025 and 27.05.2025, the petitioner requested the respondents, however, there was no response. That apart, on 13.11.2025, the petitioner preferred detailed representations to the Secretary of Ministry of Home Affairs, Bureau of Immigration of India and High Commission of India in Singapore and again, there was no response. Hence the petitioner has come up with the present Writ Petition.

The learned counsel appearing for the petitioner would submit that the petitioner is a citizen of Singapore and the petitioner frequently visits India to visit her grand father and father, who are residing in India, after obtaining Tourist VISA from the Immigration Department, while so, all of a sudden, in the year 2024, the petitioner was denied entry in Chennai as well as in Trichy Airport. Aggrieved by the same, the petitioner has filed a Writ Petition before the High Court, Delhi in W.P.No.19765 of 2025 and the same was withdrawn with liberty to file a fresh Writ Petition before this Court and thereby the present Writ Petition is filed for issuance of a Writ of Mandamus directing the respondents 1 and 4 to issue appropriate directions to the Bureau of Immigration and all other concerned authorities to ensure that no coercive, adverse, or prejudicial action is initiated or taken against the Petitioner in 6/11
future without due notice and also to provide an opportunity of hearing, and also to follow strict adherence to the principles of natural justice and consequently to direct the respondents to consider and dispose of the pending representations and emails dated 12.03.2025, 24.04.2025 and 27.05.2025.
4. The learned Central Government Senior Panel Counsel appearing for the respondents filed a detailed counter stating that the petitioner obtained ETourist visa and was involved in acting Tamil movies, both offbeat and mainstream detailed as follows:- Sl.

5. Heard the learned counsel appearing for the petitioner and the learned Central Government Senior Panel Counsel appearing for the 7/11
respondents and perused the entire documents placed on record.

It is the grievance of the petitioner that the petitioner, being a Singapore citizen, always complied with all applicable visa conditions and immigration laws during her visit to India, despite her complete compliance, the petitioner was unexpectedly denied entry on 09.09.2024 and 27.09.2024, without being informed of any reason or basis for such denial. On the other hand, the learned Central Government Senior Panel Counsel appearing for the respondents would submit the petitioner herself confessed her participation in Indian Movies for remuneration by holding e-tourist visa and exceeded 180 days stay stipulation, which are in violation of India Visa Rules, therefore, the petitioner was denied entrance.

On going through the entire documents placed on record, it is seen that the petitioner was not informed of blacklisting order in conformity with the judgment of the High Court, Delhi in LPA No.219 of 2019 against Interim Order dated 21.08.2018 and the Secretary (MEA) was already directed to ensure that necessary directions are issued to all the officers issuing such Orders to inform such persons about their blacklisting and their entry into India would be denied. Thereafter, the said LPA was allowed by the Hon'ble Division Bench on 28.08.2019 and it was observed that "there is no need of any prior intimation in case of blacklisting by UOI, which is done for protecting 8/11
the integrity and sovereignty and safety of India, similarly there is no need of prior intimation when the UOI passes any order under Section 7D of the Citizenship Act, 1955, especially for the reasons mentioned in Section 7D of the Citizenship Act, 1955, more particularly for protecting the integrity and sovereignty of India".

Considering the above said facts and circumstances of the case, the 2nd respondent is directed to communicate the blacklisting order to the petitioner to enable her to approach the appropriate authority and liberty is granted to the petitioner to make an E-Visa application on or after 23.09.2026, [since retention period expires on 23.09.2026], and if e-visa application is filed, the concerned respondent is directed to consider the said application and pass appropriate orders.
