Writ petition filed under Article 226 of the Constitution of India to issue a Writ of Certiorarified Mandamus, quashing the certificate u/s 197(1) bearing Certificate No.0311A0863D dated 21.02.2011 issued in the name of the 3rd Respondent directing them to deduct tax @ 5% on payments made to the petitioner herein and further direct the 1st Respondent to issue a certificate of NIL deduction of tax directing the 3rd Respondent to make the payments of rent to the Petitioner without deduction of tax at source.
