2. The petitioner claims that he is residing at Door No.277, Mangaliamman Kovil Street, St.Thomas Mount, Chennai - 600 016 for the past 15 years along with his family. He further claims that he is a daily wage worker and belongs to a downtrodden community. Since the petitioner has not been provided with electricity service connection, he submitted a representation dated 23.03.2015, to the respondent praying for domestic electricity service connection and since he has not been favoured with any response, he has come forward with this writ petition.
3. Heard the submissions of Mr.A.Ramesh Manikandan, learned counsel appearing for the petitioner and Mr.P.Gunaraj, learned standing counsel accepts notice for the respondent.

The learned counsel appearing for the petitioner would draw the attention of this Court to the typed set of papers and would submit that the petitioner has been issued with Adhaar Card and now that the electricity connection is recognised as a fundamental right guaranteed under Article 21 of the Constitution of India, the petitioner is entitled for electricity service connection. https://hcservices.ecourts.gov.in/hcservices/

Per contra, Mr.P.Gunaraj, learned standing counsel apearing for the respondent would submit that since his application has not been submitted in the proper form, it has not been considered and if it is presented in the proper form, the representation of the petitioner dated 23.03.2015, will be considered by the respondent.
6. This Court without going into the merits of the representation dated 23.03.2015, submitted by the petitioner, directs the respondent to consider the said representation dated 23.03.2015, on merits and in accordance with law and pass orders as expeditiously as possible and not later than two weeks from the date of receipt of a copy of this order and communicate the decision taken to the petitioner. The writ petition is disposed of accordingly. No costs.
