O R D E R

The present petition has been filed seeking a direction to the respondent herein to consider the complaint dated 04.09.2012 made by the petitioner pursuant to the circular dated 67 dated 03.11.2011 and pass orders on the same.

2.It is the case of the petitioner that despite cancellation of the General Power of Attorney which was executed in favour of one Bakthavatchalam in respect of the properties belonging to the petitioner, said Bakthavatchalam had sold the subject properties to M/s Neptune Homes Private Limited. Aggrieved by the said act, the petitioner made a complaint before the respondent herein in the light of the circular No.67 dated 03.11.2011 by the Office of the Inspector General of Registration, requesting to take action against the said Bakthavatchalam. However, till date, the same has not been considered. Hence, the present petition has been filed seeking the above relief.

3.Though very many grounds have been raised, learned counsel for the petitioner submits that it would suffice if this Court issues a direction to the respondent to consider the complaint dated 04.09.2012 and dispose of the same on merits, in the light of the circular dated 03.11.2011 issued by the Office of the Inspector General of Registration, within time stipulated by this Court.

4.Learned Special Government Pleader appearing for the respondents submits that the circular dated 03.11.2011 which was issued by the Office of the Inspector of General of Registration was withdrawn. Subsequently, fresh circulars dated 31.07.2018 and 09.07.2021 were issued. Hence, the petitioner's complaint will be considered in the light of the circulars dated 31.07.2018 and 09.07.2021, within the time stipulated by this Court.

5.In view of the aforesaid submissions, this Court without going into the merits of the case, directs the respondent herein to consider and dispose of the complaint dated 04.09.2012 made by the petitioner in the light of the circulars dated 31.07.2018 and 09.07.2021, Office of the Inspector General of Registration, within a period of twelve weeks from the date of a receipt of a copy of this order.

6.Accordingly, this Writ Petition is disposed of with the aforesaid direction. No costs.
