Writ Petition filed under Article 226 of the Constitution of India praying to issue a Writ of Mandamus, directing the respondents to consider and grant permission on the petitioner's representation dated 13.02.2019 seeking to perform Devotional Music Concert on 18.02.2019 at Andampallam Village, Kilpennathur Taluk, Tiruvannamalai District on account of Mandala Poojai Temple Festival of Sri Muthu Mari Amman Temple, at Andampallam Village, Kilpennathur Taluk, Tiruvannamalai.

Mr.J.Purushothaman Government Advocate O R D E R Mr.J.Purushothaman, learned Government Advocate takes notice for the respondents. By consent of the parties, this main writ petition is taken up for final disposal at the admission stage itself.

2. The petitioner seeks for a Mandamus directing the respondents to consider and grant permission on the petitioner's representation dated 13.02.2019 seeking to perform Devotional Music Concert on 18.02.2019 at Andampallam Village, Kilpennathur Taluk, Tiruvannamalai District on account of Mandala Poojai Temple Festival of Sri Muthu Mari Amman Temple, at Andampallam Village, Kilpennathur Taluk, Tiruvannamalai.

3. The learned Government Advocate for the respondents submitted that already a circular memorandum dated 31.10.2018 has been issued by the Director General of Police to all the Station House Officers/Inspectors indicating the conditions to be imposed while considering the grant of permission to "Aadal Padal Programme". Therefore, he submitted that the petitioner's representation will be considered by the second respondent in the light of the Circular already issued by the Director General of Police dated 31.10.2018.

4. Recording the above said submission, this Writ Petition is disposed of, by directing the second respondent to consider the petitioner's representation dated 13.02.2019 and pass orders on the same on merits and in accordance with law by today itself, since it is stated that the event has to take place today i.e. on 18.02.2019. The learned Government Advocate for the respondents is also directed to inform about this order to the second respondent over phone. No costs.
