Respondents Prayer: This Writ Petition is filed under Article 226 of the Constitution of India, seeking for a writ of mandamus, directing the 2nd respondent to dispose of the petitioner's representation dated 28.12.2014, issuance of Licence for running Bunk Shop on the line of 100 feet right road by the side of Anna Nagar West Bus Depot, Opp. India Builders, Anna Nagar, Chennai-40, selling Tea, Coffee, Snacks (Foods) in hygienic manner.

By consent, the main writ petition is taken up for final disposal.
2. The petitioner claims that he is physically challenged having disability 80% and he is not in a position to carry on his normal avocation and to eke out his livelihood, he has put up a bunk shop on the line of 100 feet right road by the side of Anna Nagar West Bus Depot, Opp. India Builders, Anna Nagar, Chennai-40 and selling Tea, Coffee, and other Snacks and for that purpose, he applied for permanent licence by submitting a representation to the 1st respondent with a copy marked to the 2nd respondent and since, he has not been favoured with any response, came forward to file this writ petition.
3. Heard the submissions of Mr.V.Jaishankar, learned counsel appearing for the petitioner, Mr.Durai Solaimalai, learned Additional Government Pleader, who accepts notice for respondents 1 and 3 and Mr.R.Arunmozhi, learned Standing counsel, who accepts notice for the 2nd respondent.
4. This Court, taking into consideration the above facts and circumstances and without going into the merits of the representation, directs the 1st respondent to consider the petitioner's representation dated 28.12.2014 and dispose of the same on merits and in accordance with law, as expeditiously as possible and not later than four weeks from the date of receipt of a copy of this order and communicate the decision to the petitioner.
