2.Based on the directions of this Court vide its order dated 04.10.2023, the official respondents, the respondents 1 and 2 herein have filed their status report dated 15.11.2023 and circulated a circular that has been issued by them.

3.The respondents 1 and 2 are now directed to follow the circular issued by them and also mentioned in the status report dated 15.11.2023, failing which, suomotu contempt would be initiated against them.

4.The status reports filed by the respondents 1 and 2 are recorded and taken on file.
