Respondents Prayer: Writ Petition filed under Article 226 of the Constitution of India praying for the issuance of a Writ of Mandamus directing the respondents to issue necessary permission to the petitioner for conducting cricket tournaments and put up the flex boards in Tiruchengode Town for conducting the said cricket tournaments from 24.05.2015 to 31.05.2015 for 7 days at Boys Higher Secondary School Play Ground, Tiruchengode, Namakkal District. By consent, the main writ petition itself is taken up for final disposal.

2. The petitioner claims that he is a Kabadi Player and on behalf of the Kabadi Player's Association, the petitioner is encouraging all young players and school boys to develop their skills by participating in the Kabadi tournaments, which are conducted by

him in every year during the Tiruchengodu Arthanareeswarar Car Festival. However, for this year, the petitioner wants to conduct the cricket tournaments in Boys Higher Secondary School in Tiruchengode from 24.05.2015 to 31.05.2015. In this regard, the petitioner has submitted a representation dated 08.04.2015 to the first respondent and though the said representation has been received by the first respondent, the petitioner has not been favoured with any response and therefore, he came forward to file this writ petition.

Mr.C.Prakasam, learned counsel appearing for the petitioner has drawn the attention of this Court to the order dated 08.07.2013 made in W.P.No.14025 of 2013 filed by the very same petitioner and would submit that this Court, in the said order, has directed the third respondent therein viz., the Commissioner, Tiruchengodu Municipality, Namakkal District, to consider and dispose of the application submitted by the petitioner for permission to conduct cricket tournaments and to put up flex boards and therefore there may not be any impediment to the respondents for giving permission to the petitioner to conduct cricket tournaments from 24.05.2015 to 31.05.2015 and put up the flex boards at Boys Higher Secondary School Play Ground, Tiruchengode, Namakkal District and prays for appropriate orders.

4. The Court heard the submissions of Mrs.P.Rajalakshmi, learned Government Advocate, who accepts notice for the respondents.

5. Though the petitioner has prayed for the larger relief, this Court is of the view that it would be suffice to direct the respondents to consider and dispose of the representation dated 08.07.2013 submitted by the petitioner on merits within a stipulated time.

6. In the result, the writ petition is disposed of and the respondents are directed to consider the representation dated 08.07.2013 submitted by the petitioner and pass orders on merits and in accordance with law, within a period of one week from the date of receipt of a copy of this order and communicate the decision taken, to the petitioner. The petitioner is also at liberty to apply to the local body seeking permission to erect digital/flex boards in connection with conducting of said cricket tournaments.
