2. The petitioner in the affidavit filed in support of the petition indicated the reasons for the delay.

3. In view of the reasons stated in the affidavit filed in support of the petition and taking into account the submissions made by the learned counsel for the petitioner, delay is condoned and this petition is ordered accordingly.
