G.O.Ms.Nos.3 & 4 dated 04.01.2003 by the 1st respondent, the market area.

Heard both sides.

2. When the matter is taken up for hearing, the learned Special Government Pleader produced a copy of the order passed by the Division Bench in Writ Appeal Nos.2232 of 2013 and 1868 of 2015 dated 22.07.2015 and submitted that the issue involved herein is covered by the said decision. The said fact is also agreed by the learned counsel for the petitioner.
