Prayer: Writ Petition filed under Article 226 of the Constitution of India, praying for issuance of Writ of Certiorarified Mandamus calling for the records of the 1st respondent in respect of clause 59 (g), imposing the nonservice candidates to serve the Government of Tamil Nadu for a period not less than 2 years after completion of the speciality, intervening the persuasion of super speciality as provided in the Prospectus for the Postgraduate Degree/Diploma/MDS/5 year M.Ch. (Neuro Surgery) Courses for the year 2010-2011 as null and void and thereon quash the same and consequently annul Clause 3 of the proposed Bond, sought to be executed in pursuance of the impugned clause 59 (g) in the Prospectus, seeking to withhold the certificates of the petitioner.
